Cibolo Little League
Zero Tolerance Policy

OVERVIEW
Cibolo Little League Baseball and Softball programs are meant to be a fun and rewarding experience for all involved including but not limited to players, managers, coaches, umpires, family, and friends. To ensure the appropriate atmosphere for these activities to be achieved, Cibolo Little League has adopted a Zero Tolerance Policy. The following policy has been approved by the Cibolo Little League Executive Committee and remains in effect until further notice.
ZERO TOLERANCE POLICY
In an effort to make Little League a desirable and rewarding experience for all participants, Cibolo LL has instructed league officials and umpires, to adhere to points of emphasis relating to sportsmanship and conduct for managers, coaches, players, and spectators. This policy will require all Board Members, players, coaches, parents, spectators, and umpires to maintain a sportsmanlike and educational atmosphere before, during and after all Little League practices/games.
LEAGUE RESPONSIBILITIES
Cibolo LL Field Duty Officers have the sole responsibility of all actions which occur off the field during any given night of play with managers, coaches, volunteers, parents, and spectators. Any action which violates the Little League Code of Conduct (a copy available on our website) will be at the discretion of the Field Duty Officers.
In the event of any violation:
- The offender will be asked to refrain from any further disruptions.
- If the disruptions continue, the offender will be asked to leave the premise immediately.
- If the offender refuses to leave, the Field Duty Officer may contact local law enforcement to have the person(s) removed.
- The Field Duty Officer will submit a report to the local league within 24 hours of the incident.
- The League’s Board of Directors will determine any additional actions to be taken, including but not limited to:
- Any suspension imposed,
- Removal from league and/or volunteer duties,
- Other actions approved by the Local Board of Directors.
- The offender shall be summed to a special executive committee meeting to explain their conduct.
UMPIRES RESPONSIBILITIES
The Umpire’s responsibilities are strictly related to players, managers, and coaches, upon taking the field and during the game. Umpires will not interact with parents and/or spectators at any time.
In the event of unruly parents, the umpire(s) may suspend play by:
- Placing both teams in their respective dugout.
- Notifying the manager/coach to resolve the issue with the parent involved by refraining from continued disruption of the game.
- Resume play after the situation has been resolved.
- If the offending parent continues, the umpire will notify the field duty officer to have the parent removed immediately from the premises.
- If the parent(s) refuse to leave the premise, the umpire(s) will notify the field duty officer the game is being suspended.
- The umpire(s) will submit a report to the local league and District Umpire Consultant within 24 hours.
VERBAL OR PHYSICAL ALTERCATIONS
Any player, manager, coach, volunteer, parent, or spectator involved in a verbal or physical altercation will be removed from the park immediately. The CLL field duty officer will contact local law enforcement providing all relative information. It will be at the sole discretion of local law enforcement as to whether any further action will be deemed necessary. NOTE: The local league shall call and report any/all physical altercations that occurs to local law enforcement immediately.
All Verbal or Physical Altercations will be reported via email to the local league president and CLL Umpire Consultant within 24 hours of the occurrence.
The CLL Board of Directors and Executive Committee will determine any further actions to be imposed to the individuals involved. All decisions from Cibolo LL are final and are not subject to appeal. Anyone involved in a verbal or physical altercation will be reported to Little League International Legal Counsel.
PLAYERS
A player may be ejected from the game for any of the following reasons:
- Openly disputes or argues any decision made by an umpire.
- Uses obscene or vulgar language at any time, including swearing, regardless if it is directed at a particular person or not.
- Visually demonstrates any sign of dissatisfaction associated with an umpire’s decision.
- Conducts himself/herself in an unsportsmanlike fashion.
- Taunting of other players, coaches, managers, umpires, or spectators by means of baiting, ridiculing, verbally or threat of physical violence or use of physical violence.
- Any action interpretated as bullying players, managers or coaches directed at their team or the opposing team.
Any time a player commits any of these actions they shall be ejected from the game and are also suspended for the next physically played game. If a player is removed from a game for the second time, that player may be suspended for the balance of the regular season and/or post season.
MANAGERS/COACHES
A manager and/or a coach may be ejected from the game for any of the following reasons:
- Openly disputes, conducts, or argues in an unsportsmanlike or unprofessional manner any decision by an umpire.
- Uses obscene or vulgar language at any time, including swearing, regardless if it is directed at a particular person or not.
- Visually displays any sign of dissatisfaction with any umpire decision with the intent of inciting the players or spectators.
- Is unable to control the conduct of their respective team’s players and spectators.
- Taunting of players, coaches, managers, umpires, or spectators by means of baiting, ridiculing, verbally or threat of physical violence or use of physical violence.
- Any action interpretated as bullying players, managers or coaches directed at their team or the opposing team.
Any time a manager and/or coach participates in any of these actions, he/she will be ejected from the game and is also suspended for the next physically game. If a manager and/or a coach is ejected from 2 games, he/she will be required to appear before the local league board of directors to explain his /her actions at which time he/she may be removed from the team pending a board of director’s review.
Managers/coaches who have been ejected from a game must leave the park immediately. They are not permitted at the park for the next physically played game. The board may, upon majority vote, impose additional penalties as deemed necessary and approved by the local board.
PARENTS/SPECTATORS/TEAM PARENTS
A game will be stopped by the umpires when parents or spectators display inappropriate and disruptive behavior that interferes with the game. The umpires will place each team in their respective dugouts and communicate to each manager the reason for stoppage of play. The umpire will identify violators to the manager as well as the field duty officer for the purpose of removing the parents or spectators from the game and park. Should the spectators refuse to adhere, Cibolo LL reserves the right to contact local law enforcement to escort and/or remove the individual(s) from the park. Once removed, play will resume. Lost time will not be replaced, and violators may be subject to further disciplinary action by the Local League Board of Directors.
Inappropriate and disruptive behavior shall include, but not limited to:
- Use of obscene or vulgar language to anyone at any time.
- Taunting of players, coaches, managers, umpires, or other spectators by means of baiting, ridiculing, verbally, and or threat of physical violence or use of physical violence.
- Throwing any object in the bleachers or playing field directed in any manner as to create a safety hazard.
- Consuming any alcoholic beverages before or within the park or parking areas is a violation of regulations. Individuals found to be consuming or intoxicated in a team setting will be deemed in violation of the Little League Code of Conduct and subject to suspension and or dismissal from the local Little League.
- Any actions that breach the Little League Code of Conduct.
If Parents/Spectators are removed for a second time, they are subject to be banned for the remaining calendar year from the local Little League and any/all post-season league play.
